The McAllen metro is Hidalgo County. Federal statistics call it the McAllen-Edinburg-Mission metro area, and it's part of the Rio Grande Valley. Every city and town in the county can call.

McAllen
McAllen is a principal city of the metro. McAllen Foreign Trade Zone #12 describes more than 775 acres of developed property; its site lists warehouse and temperature-controlled space. It sits between the Pharr-Reynosa, McAllen-Hidalgo and Anzalduas crossings. Inside McAllen city limits, City of McAllen Permits handles building permits through its online portal.
Pharr

Edinburg and the north
Edinburg is the county seat. Inside city limits, Edinburg Building Safety handles permits through its Citizen Self-Service portal.
Edinburg's Building Safety resources page lists the 2018 building and fire codes and the 2023 electrical code. McAllen now uses the 2024 building and fire codes, and the 2026 National Electrical Code took effect as the Texas state electrical code on September 1, 2026. For a door replacement, a new opener or a fire-door repair in Edinburg, ask which edition the inspector will apply.
Edinburg EDC described plans for the North Industrial Park that included a CDL training facility, a truck service shop and warehouse space. Elsa, Edcouch and La Villa each have their own city governments. Give the full street address when you call.
Mission and the west
Mission, Palmhurst, Palmview, Alton, Peñitas, La Joya and Sullivan City are separate cities. For a facility inside Mission, the City of Mission handles building permits, not McAllen. Don't assume a McAllen permit covers a Mission address just because the metro is named after McAllen.
Weslaco, Donna and the mid-valley
San Juan, Alamo, Donna, Weslaco, Mercedes, Progreso and Progreso Lakes each have their own city government. Weslaco and the other cities handle permits inside their own limits. Give the city and the street address when you call.
Hidalgo and Granjeno
"Hidalgo" can mean the county or the city of Hidalgo on the border. The street address decides which office handles a permit, not the name in your search. Granjeno is a separate small city nearby.
What if the facility is outside city limits?
Parts of Hidalgo County sit outside any city. There's no city building department there. The county's commercial permit requirements say a commercial review package goes to the County Fire Marshal, the Health Department and the Planning Department. No construction starts until all three approve it. The Hidalgo County Permitting Division is the place to start.
A mailing address can say "McAllen" or "Edinburg" even when the building is outside city limits. Ask the provider, or check with the county, which office covers your address.
Which office should I ask about door work?

Facilities just outside Hidalgo County, in Starr County (Rio Grande City), Cameron County (Harlingen, San Benito, Brownsville) and Willacy County (Raymondville), can call. The provider that takes the call confirms whether it can serve that address.
One rule changes at the county line. Cameron and Willacy counties are in the Texas Department of Insurance's designated catastrophe area for windstorm insurance. Hidalgo County is not. If you're replacing an outside door at a building across that line, ask the provider about windstorm inspection.
