How this area is defined

This area follows the federal definition of the Hartford metro: the Capitol and Lower Connecticut River Valley planning regions. That definition comes from OMB Bulletin No. 23-01, July 21, 2023. Its principal cities are Hartford, West Hartford, East Hartford and Middletown.

Hartford County towns (Capitol Region)

Windsor Locks and the Bradley area

Bradley International Airport handles air cargo. Its cargo facility sits at 200 US Airports Way in East Granby (Bradley cargo). The Windsor Locks town profile mentions "a million-square foot food distribution center, Amazon facility" (CRCOG). Suffield's profile lists warehousing as a principal industry (CRCOG).

Windsor Locks posts a general building permit fee of "$36.00 for the first thousand, $16.00 for every thereafter," plus the 26-cent state education fee. The schedule also lists a Fire Marshal fee of 25% of the building fee for commercial permits. That schedule is dated July 9, 2020 (Windsor Locks); check the current charge with the town. Windsor and Windsor Locks are separate towns with separate building departments. Give the provider the right one.

South Windsor, Manchester and the east side

South Windsor's town profile lists food distribution, fuel-cell power plants and machine manufacturing, along I-291 (CRCOG). Manchester sits on I-84, I-384 and I-291. It posts a commercial permit fee of $35 up to $1,000, then $15 per $1,000 (Manchester). East Windsor, Vernon and Ellington round out the east side.

New Britain, Newington and Berlin

New Britain's profile lists manufacturing, with the I-84, Route 72 and Route 9 junction and a CSX freight line (CRCOG). Newington lists aircraft parts, gauges and tools. Berlin lists construction and manufacturing. Plainville and Southington are nearby. New Britain and Newington take permit applications through the regional ViewMyPermitCT portal.

Rocky Hill, Wethersfield and Cromwell

Rocky Hill's profile lists warehouse and distribution among its major industries, on I-91 and Route 3 (CRCOG). Wethersfield, Glastonbury and Marlborough are nearby. Cromwell, just south, is in Middlesex County (see below).

Bloomfield and the western Capitol towns

Bloomfield's profile lists aerospace products, tools and electronics (CRCOG). Bloomfield posts a general building permit fee of "$17 per $1,000 of Construction Value," with a $60 minimum (Bloomfield). Simsbury, Avon, Farmington, Canton, Granby and East Granby are to the west and north.

Tolland County towns (Capitol Region)

Andover, Bolton, Columbia, Coventry, Ellington, Hebron, Mansfield, Somers, Stafford, Tolland, Vernon, Willington.

Middletown and Middlesex County (Lower Connecticut River Valley)

Middletown is one of the Hartford metro's four principal cities. It sits in a different planning region from Hartford: the Lower Connecticut River Valley. A Middletown facility uses Middletown's own Building Division, not Hartford's.

Middlesex County towns in this region: Chester, Clinton, Cromwell, Deep River, Durham, East Haddam, East Hampton, Essex, Haddam, Killingworth, Middlefield, Middletown, Old Saybrook, Portland, Westbrook. The region also includes Lyme and Old Lyme, in New London County.
