Richland County
Inside the City of Columbia, permits go through the City's Planning & Development Services. Outside city and town limits, they go through Richland County Building Permitting and Inspections. Columbia Fire Department provides fire protection across the whole county under a contract, and Richland County also has its own Fire Marshal's office.
- Forest Acres takes permit applications in person at City Hall (Forest Acres permits).
- Irmo sits in both Richland and Lexington counties. The Town uses an outside inspector, CC&I, for building permits on all properties in town (Town of Irmo).
- The Pineview Road industrial area has "Columbia, SC 29209" addresses in Richland County (Central SC Alliance). A Columbia mailing address doesn't settle whether a building is inside city limits, so give the exact address.
Blythewood and Eastover
A Blythewood address can be inside the Town of Blythewood or out in Richland County. Columbia Fire Department is the only fire-protection provider for Blythewood, Arcadia Lakes, Eastover and Forest Acres. More on Blythewood and its I-77 industrial parks: Blythewood town page. In Eastover and Arcadia Lakes, ask the town which office handles permits.
Lexington County
West Columbia, Cayce and unincorporated Lexington County each have their own permit office. Lexington County Community Development handles buildings outside city and town limits, and the Lexington County Fire Marshal's Office serves the unincorporated areas. As of September 2026, one answer in the county's permit FAQ still mentions the old $5,000 license figure, though another answer on the same page notes the change. State law now sets the threshold for regulated general or mechanical construction at more than $10,000.
West Columbia and Cayce
A West Columbia mailing address can mean the City of West Columbia, the City of Cayce, or unincorporated Lexington County. For the Saxe Gotha Industrial Park area, give Lexington County the exact parcel address and ask it to confirm the municipal boundary and permit office. See the West Columbia and Cayce page.
Lexington and Irmo
"Lexington" can mean the Town of Lexington or the county around it. The county's permit office sits in the town, at 212 South Lake Drive, but it handles buildings outside town limits. The Town has its own Planning & Building department, (803) 356-5938. Irmo uses CC&I for permits, whichever county the building is in.
Chapin, Gilbert, Summit and Batesburg-Leesville
These towns sit in western Lexington County. Batesburg-Leesville reaches into Saluda County too, so the county line matters there. Ask the town first; outside town limits, it's Lexington County. Near Lake Murray, remember this line is for loading docks and commercial doors on buildings — not boat docks.
Southern Lexington County
Springdale, Pine Ridge, South Congaree, Gaston, Swansea and Pelion are towns of their own. Ask the town first; outside town limits, it's Lexington County. A dock ramp that won't rise goes to dock leveler repair; a sectional bay door to overhead door repair; a roll-up to roll-up door repair.
Kershaw County
Inside Camden's city limits, the City of Camden issues building permits and requires contractors to hold a City business license. Buildings in unincorporated Lugoff use Kershaw County; confirm the parcel when Lugoff is the mailing address. In Elgin and Bethune, ask the town first.

Fairfield County
In Winnsboro, a certificate of zoning compliance comes from the Town before Fairfield County's Building Division will issue a building permit (Winnsboro zoning). In Ridgeway and Jenkinsville, ask the town first.
Calhoun County
Calhoun County Building and Planning takes permits through an online portal, and its page carries pre-permit forms for the towns of St. Matthews and Cameron. The Sandy Run area is in Calhoun County too (Calhoun County); give the exact address.
Saluda County
Saluda County Building Codes is the starting point for commercial permits. The Town of Saluda uses CC&I, after zoning approval and a current business license. Ridge Spring and Ward: ask the town. Parts of Batesburg-Leesville and Monetta sit in Saluda County, so check which county the building is in.
Mailing address vs. the office that has your building
Your mailing city isn't always the government that issues permits for your building. A West Columbia address can sit outside the city, and a Blythewood address doesn't by itself tell you whether a building is inside town limits. Give the exact street address when you call.
