What the Boston metro actually is

The Boston metro is the Boston–Cambridge–Newton, MA–NH metropolitan statistical area, defined by the federal government in OMB Bulletin No. 23-01, issued July 21, 2023. Seven counties: Suffolk, Middlesex, Essex, Norfolk and Plymouth in Massachusetts, plus Rockingham and Strafford in New Hampshire.

This is a request area, not a claimed territory. The independent provider confirms whether it can serve the facility address and equipment, and sets scheduling, pricing, and service terms.

One thing that matters everywhere on this page: in Massachusetts, building permits, certificates of occupancy and zoning are municipal, never county. Suffolk, Middlesex and Essex counties have no county government at all — Norfolk and Plymouth still do, but permits are still handled by your city or town. So county here is a way of grouping places. The municipality is the authority.

Suffolk County, Massachusetts

Suffolk County contains exactly four municipalities: Boston, Chelsea, Revere and Winthrop. Anything else people call "Boston" is either a Boston neighborhood or a different county.

Inside the city, the dock-heavy districts are South Boston — which contains the Raymond L. Flynn Marine Park and Conley Terminal — and Newmarket, the industrial district the City's planning arm describes as spanning parts of Dorchester, Roxbury, South Boston and the South End, and which now has its own industrial zoning article. East Boston, Charlestown, Dorchester, Roxbury and Hyde Park all carry commercial and industrial buildings with docks and bays.

Worth being precise about: those are Boston neighborhoods and districts, not separate municipalities. Readville, the Seaport and Widett Circle are not on the City's official neighborhood list — and Widett Circle is being converted into an MBTA commuter rail layover yard, so it is no longer the wholesale district people remember.

Chelsea, MA has its own page — it is where the New England Produce Center is, and the Commonwealth describes the surrounding district as interspersed with cold-storage and logistics operations.

Middlesex County, Massachusetts

The biggest county in the metro, and the one people most often get wrong.

Everett is in Middlesex County, not Suffolk. So is Wilmington, which people frequently place in Essex because Andover and North Andover are next door.

Municipalities here include Everett, Woburn, Wilmington, Billerica, Burlington, Tewksbury, Chelmsford, Bedford, Littleton, Westford, Ayer, Shirley, Reading, North Reading, Waltham, Cambridge, Somerville, Medford, Malden, Newton, Watertown, Framingham (a city since 2018), Marlborough, Natick, Lowell and Arlington.

A note on Devens: it is not a town. It is roughly 4,400 acres of the former Fort Devens, governed by the Devens Enterprise Commission and spanning Ayer, Harvard and Shirley. Ayer and Shirley are in this metro. Harvard is in Worcester County, which is not.

Norfolk County, Massachusetts

Norfolk County still has county government — though your permit still comes from your city or town.

Municipalities include Canton, Randolph, Norwood, Braintree, Quincy, Avon, Stoughton, Westwood, Foxborough, Franklin, Needham, Dedham, Weymouth, Milton, Sharon, Walpole, Holbrook, Bellingham, Wrentham, Wellesley and Brookline.

A Massachusetts quirk worth knowing if you are writing addresses: Braintree, Randolph, Weymouth and Franklin have city forms of government but call themselves towns. Foxborough is spelled with the "ugh," whatever the stadium says. And there is a Town of Norfolk inside Norfolk County.

Essex County, Massachusetts

Municipalities include Peabody, Danvers, Lynn, Salem, Beverly, Haverhill, Lawrence, Methuen, Amesbury, Newburyport, Gloucester, North Andover, Andover, Middleton, Georgetown, Rowley, Saugus, Lynnfield, Ipswich, Topsfield, Marblehead, Swampscott and Manchester by the Sea.

Methuen and Amesbury are cities, not towns. Andover and North Andover are two separate municipalities, as are Reading and North Reading over in Middlesex. And if you say "Salem," say the state — there is a Salem in Rockingham County, New Hampshire, inside this same metro.

Plymouth County, Massachusetts

Plymouth County still has county government. Permits are still municipal.

Municipalities include Brockton, Rockland, Hingham, Middleborough, Plymouth, Bridgewater, East Bridgewater, West Bridgewater, Kingston, Pembroke, Norwell, Abington, Whitman, Hanover, Marshfield and Scituate.

Three things people mix up here. Bridgewater, East Bridgewater and West Bridgewater are three separate towns. The Town of Plymouth is not the same thing as Plymouth County. And the Myles Standish Industrial Park, despite the name, is in Taunton — Bristol County, outside this metro.

Brockton is a strong candidate for its own page and does not have one yet. Addresses at the southern edge of the county are reviewed case by case.

The New Hampshire portion

The metro crosses the state line into Rockingham County and Strafford County, New Hampshire. Named places include Portsmouth, Salem, Derry, Londonderry, Windham, Exeter, Hampton, Seabrook, Plaistow, Newmarket, Dover, Rochester, Somersworth and Durham. Pease International Tradeport — the former Pease Air Force Base, developed and managed by the Pease Development Authority — sits in this part of the metro.

New Hampshire's rules are New Hampshire's, and this is the single most useful thing on this page if your facility is up there.

New Hampshire has adopted the 2021 International Building Code as its state building code, along with the 2021 International Existing Building Code and the 2020 National Electrical Code. Its state fire code is built on the 2021 editions of NFPA 1 and NFPA 101.

Massachusetts is on the same 2021 International Building Code — but on the 2026 National Electrical Code, adopted April 24, 2026. Same model building code, six years apart on the electrical code. If a contractor quotes you the same electrical answer on both sides of the line, ask them which code they mean.

Permits in New Hampshire are municipal, the same as in Massachusetts. Portsmouth, Salem, Derry and Dover each run their own building office with its own forms and fees. Nothing on the Massachusetts pages of this site applies to a New Hampshire address.

And some places are simply a different metro. Worcester, Providence, Manchester NH, Nashua, Barnstable, Taunton and Attleboro are separate metropolitan areas, and this hub does not claim them.
